       Recently in Washington, DC, Congressman Tim Bishop proposed legislation that would implement standards/requirements for driver licenses. This aims to reduce the high volume of accidents involving teenage drivers and other inexperienced motorists. This is called the STANDUP ACT or the Safe Teen and Novice Driver Uniform Protection Act.  It will set nationwide requirements for all states to enforce in order to better prepare teens to be responsible and safe drivers.
This is what the STANDUP ACT will do:
This legislation stresses states to adopt GDL laws which have set minimum requirements within three years.
It includes a multi-stage licensing process:
1. Learner's permit
2. Intermediate stage
3. Unrestricted driver's license
• Restricts driving at night during intermediate stage
• Sets passenger restrictions during the learner's permit and intermediate stages
• It prohibits cell phone usage unless it is an emergency phone call
• Full licensure to begin at 18
• Minimum of 30 hours of supervised driving by a licensed driver of age 21 or older
• Delays of licensure if a permit holder commits an offense
      This legislation comes in due time as the crash rates for teenage drivers are ten times the amount of crashes between ages 30 and 60. This legislation sets its crosshairs on reducing the volume of crashes involving teenage drivers and other inexperience motorists
